The photo — ... — was shot by a government-paid photographer.

That's about the only thing I see that one could conceivably object to. Easy to fix however - let the Dems sell these pictures too.

I thought about checking the National Archives for available photos.

Government photos (NASA, much of the National Archives, WPA depression era shots, etc) carry no copyright. Neither do government publications (which is why everybody and his brother put out a copy of the Starr Report). No copyright because the citizens own these works (why not, they paid for them).
