That memo never got to the President.
There was a memo of a potential hijacking involving OBL. Bush was prompted to pass this info to other federal agencies...so he felt it at least that important enough.
The President Don't pass info, he gets info.
They only target we unarmed and unaware citizens.

Look, possible threats to this nation's populace and buildings, come in daily. We have been regaled, lately, with all sorts of rather stupid warnings; that have all proved to be worthless. For decades, the USA has had nuclear weapons ponted at it, or those that are easily moved into position to do so. Do you want to be told this, on a daily ( hourly ?) news bulletine ? Have you built and stocked your bomb shelter ?
Your naive, foolish, and juvenile demand, to be gven the same briefings, that the president gets, is silly ; at best. Ooooooooooooooo ... the sky is falling ; go put your tinfoil body suit and hat on.

You don't have the "right" to be forewarned. HOWEVER, even when you ARE forewarned you say it is worthless. Now, which is it oh person of towering "intellect"?

Never mind that each country has it's own intelligence agencies that never relayed any more specific warnings than our own intel did. The Prez gets briefed everyday about possible threats or rumors; as evidenced by the multiple public warnings and countless, private, industry specific warnings that have been going on daily-for years. You're right. Warnings were issued. Do you remember how quickly the FAA shut down every airport and grounded every flight within minutes of the second tower strike? Every warning since has been bashed as "crying wolf" when a bunch of folks didn't die.
I wonder how many threats have been thwarted that we don't know about? What if Bush had put all his faith and resourses in a vague, spotty intel report that mentioned high-jacked airliners, but Osama waited to take out a World Series crowd with a bunch of C4-clad terrorists, or any number of other viable DEADLY attacks, we would now be scrutinizing THAT style of attack, "and why didn't we know?."
Blame is the name of the game. "Somebody should have connected the fuzzy dots, but don't bother me with false warnings;...but it's somebody's fault!" Their hand-wringing Hindsight is always 20-20. But, they are the first to blast "intrusive, incompetent, Big Brother, who wants to take away our freedoms."
The reality is much simpler. A nation thought it was invincible. It wasn't. Our borders are porous. Our adversary took advantage of that. A thousand different; but just as deadly, attacks could have been perpetrated. A thorough review of intel reports would probably confirm CIA and FBI "memos" regarding any alternative method of destruction Osama may have chosen.
The easiest way I've found to determine if there is a threat to America's safety, sovereignty and way of life is to turn on C-SPAN. If Congress is in session, I assume we're under a Code RED Alert.
