BTW, even the National Public Radio had a little more forgiving a take on it than you: They detailed the longtime rift between the CIA and the FBI, and how these tidbits were possessed by various agencies that do not talk to one another since the Church Hearings in the 1970's.
Never look for conspiracy when simple incompetence will explain things. The FBI and the CIA were ORDERED, by Democrats, in the 1970's, to drop this ball.
