2) 2nd Amendment Right to Bear Arms Rockefeller's National Rifle Association grade is "F" Jay Wolfe's NRA grade is an "A" . Rockefeller voted to ban several guns in the so-called "Crime Bill" in 1994. He voted to force law-abiding citizens to wait 7 days before purchasing a gun on June 28, 1991 (S.1241).
