is the guy that the putatively 18-year old leader was inspecting. Probably a mistake. I rarely see a story about the BSA with everyone's titles and offices right. Which can make it confusing when the "head of the Council, Joe Blow said ..." and you can't tell whether Joe Blow was the Scout Executive (professional, and beholden directly to National) or the Council President (volunteer, and beholden to the local volunteers and the community).
Sometimes I wonder how many journalists were members of the BSA as kids. Not that very many kids would know who, or even what, a Scout Executive or a Council President was. But they'd know what a Scoutmaster and a Senior Patrol Leader was.
