A power grab for the Senate. Jeffers changed parties. No one knows for sure why except Daschle. They couldn't afford to get rid of Condit and risk loosing the Majority in the Senate. Lawyers says other government officials may be involved with Condit and his double live. If Gephardt removed Condit from office that would make Condit fair game and Condit could very well bring down may of his buddies in congress.
