Well IMO If we go with the Serial Killer Scenario , Could be someone played lame duck? (Much like Ted Bundy did with his broken arm/foot ect) Perhaps she was jogging and ran over to help someone, they raped (not proven) and killed her.. Have it being off the beaten path, and in a city where no on pays attention I find that a likely Scenario . (Just my speculation though!! )

What I wanna know is what the hell happened to the body to get it to the point that they only found skeletal remains? Hell I'm no mortician but I doubt it'd take a year for a body to decompose to that point.

And whoever dumped the body has to be the biggest idiot walking God's green earth to leave an intact skull for the authorities to lift an identity from dental records.
