It is probably simple incompetence along with the understandable reluctance of police to ruffle powerful feathers. There was no evidence of foul play, the D.C. police were pressured into the search by national conservative outrage, so their heart wasn't in it, so to speak. It wasn't as if it was their job on the line, after all.

My vote is for simple incompetence along with bureaucratic inertia. Remember, this is the D.C. police force!

That was my thought..however, it doesn't wash....it sounds like the body was dumped there right after she was abducted and killed, and concealed in a shallow grave...but it is IMPOSSIBLE that cadaver dogs wouldn't have hit on the scent...dogs can't be manipulate, but their handlers can.

Knowing the D.C. Police as I do for many years, I can tell you that the former Mayor Berry spent a lot of time making sure the ranks were staffed with fools, and incompetence. After all, he had to make sure he didn't get arrested for doing coke, it had to be the Feds that got him.

How about a cover up? With the pressure the DCPD had on them they would have found the body in the park with cadaver dogs except for orders at the top not to find it or misleading info that caused them to believe that Chandra was not there. Who was the one who mentioned she might have taken a train trip? And what about the 3am scream at her appartment?
