Defence ministry officials said that the missiles on mobile launchers aimed against India are moved close to the border every night. The missiles are removed in the day and kept at sub-station command control near the Sialkot sector.
This is a pretty stupid little dance they're doing if it's just for show. The Pakistanis aren't stupid, however.
So the most reasonable explanation is that (a) these are nukes, and (b) they're there to be used against an expected Indian offensive.

US should take these missiles out NOW. Their ultimate destination is not New Delhi but New York. Ten years from now - Pakistan will have the capability to nuke Washington. In a scenario of a nuclear war with Pakistan - there are 1000 million Indians - so a loss of 15-20 million is not going to destroy the civilization. There are sufficient number of Indian scientists , managers and engineers safely sitting in the US/Europe ( assuming the pakis have not given these bombs to Iran or OBL ) who can be called upon to rebuild India after the main cities are destroyed ( and of course Pakistan by then would have ceased to exist and be a threat )
