I am afraid so. It is not their fault, it is simply the nature of gov't bureaucracies. When there is no punishment for poor job performance like there is in the private sector, there is no incentive to opperate efficiently.
Observe the difference in job security between gov't employment and corporate employment. It is almost unheard of for gov't employees to be fired for incompetence, while it happens routinely in the private sector.
