Your memory serves you well. DCF became HRS under Gov. Bob Martinez back in the '80's after a number of children in HRS care died due to negligence or abuse. HRS was re-org'd into DCF. I guess that re-org did not work nor change anything.
This is yet another government agency that should be abolished and it's monies allocated to private charitable organizations.
