Thwarted by legislative inaction on his proposals to tighten issuance of driver's licenses to foreigners as a way to stop terrorists, Public Safety Commissioner Charlie Weaver now is trying to push them through via emergency administrative rule-making.
He has asked the Office of Administrative Hearings to approve his plans within 14 days without public notice, hearings or comment, and that has drawn protest from immigrant and civil liberties groups.
