Yes...there is something strange with this.
This guy gets released from prison in Missouri on December 11.
The day of the bridge collapse, he shows up within 2 hours wanting the papers and laptop of an Army Captain killed in the collapse.
He is driving a car with NM tags and licensed in Las Cruses, NM.
He exchanges the car for a truck and is next seen near Little Rock, AR (earlier in the week).

It could be he had a scanner and heard emergency workers speak of finding these articles.
I would like to know what was in the folders though.
