I doubt it. Those people are safe. This is one more PR attempt, and a good one at that, since it gets worldwide attention away from the murders of Israelis by suicide terrorists. The Palis get very effective PR with these statements and you will note that it never fails that they are on the air and in the press immediately after the murderous events. Then the Arab nations jump in and warn Israel either not to attack in retaliation or condemn them for doing so.
To imagine that Arafat and his whole crew are not fully aware of the plans of the Hamas and other pali terrorist groups is asinine. It's all part of the general plan to eliminate Israel however they can, while building sympathy for their evil cause with good PR. The Euros believe this tripe and many Americans do as well.
