Aid to Haiti

I'm revving up to run for Congress in Virginia's 3rd District as a Libertarian so I lack the type of large team a typical Republican or Democrat candidate would possess to do some research, and yet I want to tackle the issue of aid to Haiti.

I heard on the news that the US was going to give Haiti $100 million to handle its crisis. Most Americans see that as a gift that we'll never see a return on, which is likely correct since the quakes destroyed much of what was left of the Haitian economy. However, a January 13th article in yahoo (FreeRepublic is giving me troubling linking it without editing this message) came out stating that the World Bank is providing $100 million of aid to the poor nation, the exact sum we were promising as a country.

So this brings up several concerns that I have that I am hoping many of you here can answer. The last one is the most important.

1.) Did we just give the World Bank $100 million dollars meant for Haiti?

2.) Where did the $100 million come from? Who in Haiti will get the money and how much of it?

3.) Is the World Bank handling the exchange, and if so are we being charged a transactional fee? What does the World Bank get out of it?

4.) Did the World Bank just give a $100 million loan to Haiti that the world bank will demand to paid back for and that Americans will never see a dime of? If so, how does the World Bank justify holding a loan that can never be repaid over the heads of a poor country when the citizens of the United States were under the impression that this was a gift?

I would like to make this an issue, and I would appreciate those that understand our financial aid system better than I do. It almost seems as if we give out money to banking cartels that are not interested in seeing the poorer countries get out of their debts.
