It is unfortunate that Lira died, but he wouldn't have been in jail if he had just followed the terms of his release on bail after he was arrested for creating propaganda. Instead he chose to try to flee.

That's an action that gets you back in jail anywhere.

Someone posting the same kind of propaganda in Russia, but supporting Ukraine, would also be arrested and jailed. But they wouldn't have the chance to get out on bail like Lira did.
