The vision for this program is to harness the power of collaboration and cross-sector coordination across governmental agencies, philanthropic foundations, private non-profits, universities, the insurance industry, and private businesses. The goal is to ensure the most at-risk and most in-need communities have the support, resources, and opportunities they need to improve their resilience.
A CDRZ designation offers opportunities for private entities and public private partnerships to reap the benefits of resilience investing, leveraging the up to 13:1 return on investment for mitigation and resilience projects. Collaboration between government, non-profits, and private business facilitates experimentation with service delivery models including innovative financing methodologies.

Looks like selected bug-out zones!
Bug-out locations? The zones seem to be in some of the most remote areas, and probably have about zero infrastructure. Like wild horse habitat in Nevada.
The zones correlate ~98% with “Climate and Economic Justice” zones that are classified as “Disadvantaged” (a toggle on the map shows those). About a third of the country is classified as “disadvantaged”. Almost all the area of several states are either that or “partially disadvantaged”. Does this give FEMA the authority to do stuff they would otherwise have to leave to the states?
So, is this for when your community is declared an environmental disaster (too damn many smokestacks? toxic train “accident”?), then the local population will be removed to some internment camps in a desolate hinterland, until such time as when and if FEMA can redevelop the offending disaster site to their liking? (I’m sure the FEMA bureaucrats are kicking themselves for not having this ready in time for the Lahaina fires!!)
