I don’t know if they’re talking about a tornado shelter, a trampoline park or an investment camp. That is probably the reason for the word salad.

what it seems to say is that they are creating a new bureaucracy in order to help socialist organizations in the event of a possibly climate related event that strikes marginalized communities and for this they have divided the country up into 400+ areas. now what that will do for the rest of us is any ones guess.
