You will use no water, ever, anywhere,This is like those districts in the US that regulate rain water catchment and require licensing on the ground that it is robbing from the aquifers, although only about 3% of rainwater ever makes it into an acquifer, the rest being runoff that evantually evaporates again or makes it to the sea.
