Jackie Wilson was exonerated because in their zeal to find a cop killer the Chicago PD resorted to mass warrantless searches, violent attacks on innocent people, and then they repeatedly tortured Jackie Wilson to extract a confession.
Remember that the Chicago PD also had a ‘black site’ where prisoners were held without charge, tortured, and even killed in custody. Their behavior in the Wilson case constituted a Monell claim of an institutional practice.
