I have heard in parts of Mexico, an army of men with shovels will be used on new construction instead of earth moving equipment. Supposedly that is cheaper.

Same in Nicaragua. Laborers are used to dig trenches for phone and fiber-optic cables as they are cheaper than fast trenching machines like Ditch Witch or Vermeer......
We’d pass miles of hundreds of laborers, one every 10’ or so, digging by hand with shovels......
