Don't be so disappointed. The American soldiers are led by their commander-in-chief, George W. Bush. So in a way, he's included. And besides, the military and the American people know the truth, don't we :-)?

My suggestion to Time Magazine is"
BUSH = Man of the year.
The United States Armed Forces = Men of all the years
The United States Marine Expeditionary Force = The Best that every was.

While clearly the GI's are heroes, but Man of the Year is supposed to be ONE MAN, who had the most impact.
Putting a class of people on, is really a cop out.
They can have an issue of "Heroes of the Year", where this year it would be the GI-s, in 2001, the Firefighters and Police, etc.
But Man of the Year is supposed to be the MAN (or woman) of the year.
