Yes, I would have to agree that is the cover of the new issue. If you check the Google cache of that old Person of the Year page, it is the current issue with bearded Saddam. The live link to the page shows The American Soldier cover, with Person of the Year on top...

I don't want to sound like some UN weenie, but I do wish the photo would show
a mix of soldiers from "The Coalition of The Willing", with some U.K., Australian,
Spanish, Italian, Polish, and other troops.
Even if the US troops are the biggest contingent by number (and take a disproportionate
amount of heat in "The Triangle"), an honor to the countries that rode to the sound
of the guns is needed.
