No. They were taken in the years following the fall of Saigon, when Vietnam was reunified under the red flag with yellow star (currently the Socialist Republic of Vietnam).

The reeducation camp inmates were predominantly former South Vietnamese military personnel. They were forced into writing confessions, mostly trivial, about the things they had done while serving in the former South Vietnamese military.
