Ghengis Khan's bureaucracy was *nothing* like this. In fact, it was a great deal more fair than what this describes..

It should be noted that excessive taxation or other needless abuse of the Khan's subjects by bureaucrats was *specifically* an automatic death sentence.

Ghenghis' laws were stark, severe, and very, very effective. Western history does not do him justice.

Thanks for the insight. I'll leave it to the author why he didn't use the Marquis De'Sade or Marx instead. ;-)
