Ghengis Khan's bureaucracy was *nothing* like this. In fact, it was a great deal more fair than what this describes..
It should be noted that excessive taxation or other needless abuse of the Khan's subjects by bureaucrats was *specifically* an automatic death sentence.
Ghenghis' laws were stark, severe, and very, very effective. Western history does not do him justice.
