President Bush dispatched America's top two foreign policy officials to Iraq on Wednesday in separate, surprise missions calculated to demonstrate a strong show of support for the country's emerging new government.

I figured it'd require a law requiring coordination between the Cabinet branches similar to Goldwater/Nichols.

Rumsfeld, who appeared with Casey before reporters, said one of the subjects they had discussed was engaging the emerging Iraqi government in talks on the future of military bases and the division of security responsibilities between American and Iraqi troops.Maybe FNS will stop talking about the Duke LAX players for a few minutes, to discuss this.
