I didn't like the ISP either. I don't think any of us did. However, Giuliani shouldn't have gotten involved in the first place, if he (had) only planned to never attend a single meeting anyway.

My guess is that Rudy discerned early on that the majority had a preconceived outcome on the report and didn’t want to be tarred with a message he didn’t agree with.
