IF I'm reading it correctly, this makes doctors tell parents they want to DNR their kids. This isn't the state doing anything really - it gives the parents the rights to know what care their kids will be receiving.

Yes. I should have said how the state of Utah USED to have the right to kill your child without parental consent.
I wonder how many other states have not made this illegal?
