I doubt it.
By allowing both them to wet their beaks, it keeps a leash them because they are compromised.
I think what you're seeing is one of the parties really running the US. But because their figureheads really messed things up, the string pullers have to get involved to keep things from getting out of control.

All that mucking around offshore and domestically is "fouling the nest" (if things get too hot at "home", where are they going to go?).

Is he personally attending in order to lend additional support to the negotiators or is he going because one of the parties insists on his presence for assurance of what they are buying?
