I'm not just talking about Arabs in Jerusalem. I mean Arabs in the West Bank and Gaza. They can just apply for citizenship and get it?

All the reporting I've read says that Israel is trying to reduce their Arab population by encouraging emigration, by making things as difficult for them as possible.
