Narrative: Biden is just dealing with the mess Trump left him - it is getting better, but the mess was so huge that there much more work to do to fix it. And...Biden isn’t Hitler.
His aids are horrified each time he speaks in public. Without doubt they prep him on what to say and not what to say and not repeat prior lies. He does it anyway, because that is his reality and it is true in his mind. He does not even realize he is lying. It is his reality.

Biden is correct...
Inflation was 9% immediately after he took office. It wasn’t 9% at any time during Trump’s time, but became 9% under Biden. So, it was 9% ‘when’ Biden took office and not before. Biden’s inflation-causing policies took effect almost immediately, and the inflation rate was also an immediate effect from those policies.
Besides, Biden has a poor memory and is totally unaware of what ‘when’ means.

Biden’s problem is that US voters were alive when he took office and remember exactly what the economy was like compared with what it is now. He can say whatever he wants, but even with covid lockdowns, the economy under Trump was far better than any time under Biden.
Maybe he figures he can import enough illegal voters who weren’t here to know what it was like when he entered office and fool them into thinking things were worse back then.
