Why is 911 referred to over and over again as a tragedy and Pearl Harbor [NEVER WAS] as a sneak attack by the Japanese? [i.e. AN ACT OF WAR]

The only reference at all about 911 that even 'hints' at it being something OTHER than an event much like any natural disaster is to malign the Bush administration for NOT capturing OBL.
