If you meet with a foreign national once that is not a "close" or "continuing" contact. Did he meet twice? Three times? Then arguably it was continuing.

Among some there is the belief that to be effective, a lawyer has to be connected. I.e.: he/she needs to have positive, productive relationships with the local PTB.
