In fact, he does substantially fund it himself (mostly from the revenues of the Duchy of Cornwall). But the charity also accepts donations from other sources.

Decisions on that are taken by the trustees of the foundation - not normally by the Prince of Wales - this article is suggesting that in this case, he made the decision which is possible though unusual - I'd like to see some evidence to support it. Regardless of who made the decision, it was likely based, in part, on the principle that you don't blame people for who they happen to be related to, or what their surname is.
