Unfortunately, there's a FR post this morning about this. There's an "AND" in the law that the Dim states are ignoring. They pretend there's an "OR" and are, therefore, going with:

"(2) aliens are authorized to vote for such other purpose under a State constitution or statute or a local ordinance; and"

The "and" at the end is what they ignore, joining the next clause which requires citizenship.
