Because the federal constitution does not cover local judges as being impeachable by the Senate. Delay was not talking about impeaching local judges.

if the Senate has too much to do that it can't get rid of renegade judges, then the judiciary is not accountable to anyone, de facto.

Perhaps you will someday learn that there is a distinction between FEDERAL judges and all the others. Congress has authority over FEDERAL judges as per the Constitution. Authority over the rest is, per the Constitution, a State concern. Mixing up such fundamental concepts leads to great confusion.
