Orly has had cases thrown out, or refused by the courts already, so she's become extremely careful about dotting every i, and crossing every t.
Note that she has Alan Keyes' named as the plaintiff in this latest suit. His "standing" cannot be questioned by any court, because he was on the ballot for president.
There's no way that she would enter this document in as evidence unless she had already ascertained with a very high degree of certainty that it's real.
