Kenya became independent from Great Britain on December 12, 1963.
A republic was declared on December 12, 1964.
The document says Republic of Kenya. It is dated February 17, 1964.

I think it quite possible that official documents began using the “Republic of Kenya” designation after independence was declared.
However, this is something that is be very easy to verify.

A country eager to dissociate itself from its colonialist past might, indeed, call itself "independent" and a "republic" even before it formally declared to the world that such was officially the case. I don't find that suspicious at all.
