More than likely, that is how the students from Kenya referred to their country. For example, on the college enrollment forms it would have asked where they were from and they stated the Republic of Kenya. Also would those two students have had to produce some type of birth certificate or passport that contained ID information to get into the college?

Excellent point....and likely that the passport used the same phrase as the Students....
