Kenyatta became prime minister of Kenya in June, 1964, then president in December when the transition was officially complete.

It’s obvious that in the year between official independence (Dec. ‘63) and final establishment of the republic, Kenya’s government was making all the necessary changes. Knowing full well that the “republic” name was going to be used, I find it easy to believe that government documents would reflect that after Dec. ‘63.

We just need to see other documents from that period to determine if that’s what happened. Should not be hard to do.

Here's a related thread that is quite interesting: Obama, the African Colonial

The following is included (thanks to FReeper Fred Nerks):

When Malcolm (Malcolm X) visited African in 1964 he visited Kenya, Uganda and Tanzania. It was during that trip that he met with Kenyan President Jomo Kenyatta, Uganda’s president Dr. Milton Obote, President Julius K. Nyerere and Muhammad Babu of Tanzania. Babu, Malcolm and Leroi Jones (now Amiri Baraka) held a meeting during this period in New York City. Malcolm talked about meeting President Kenyatta, Malcolm however, was also aware of Kenya ’s Oginga Odinga.
