There are TWO sources, one says 16, one says 14. EITHER WAY, Ann was 18 and didn’t qualify.

It was 14, so she would have to have been 19. She was 18. Thus, if born in Kenya, he was not a U.S. citizen at birth. If born in Kenya and never naturalized in the U.S., he would indeed be an illegal alien.

It was 14 and the law in 1961 was 5 years after the age of 14. She was 18 (almost 19), so she did not qualify to pass citizenship on.
