At the time of the founding of the United States and also predating that occurrence, there were two kinds of citizenship. DE FACTO CITIZENSHIP and DE JURE CITIZENSHIP. Those concepts are mentioned in the Articles of Confederation and the Northwest Ordinance. This is what Barack Obama will hide behind once the birth certificate has been determined bona fide. The two kinds of citizenship are rarely discussed, but they are important to understand thoroughly. In each, there is a benefit. In one there is a different kind fo benefit than in the other.
Although Hawaii is northwest, that is not the “northwest” in Northwest Ordinance that was the foundation of government in the upper midwest.
