That’s possible, although Kenya was fairly well-run as African colonies went and the British were pretty bureaucratic. However, that was a transitional period during a time with great unrest, so who knows.
But I realize that this isn’t the document we’re discussing here and I probably shouldn’t go off on a tangent about it. I’d just never seen it before (and I still don’t know where the poster got it from) so I was curious. Well, now I’ll go back to focusing on the document that is actually the topic of the thread!
