They are not legally United States territory, RGSpincich. Look into the legal precedents. How can bases be shut down and returned to host nations, if it is legally US territory? The Panama Canal Zone, for instance. Or, all the wrongheaded talk about shutting down Gitmo. Do you really think we’d just up and abandon sovereign lands like that? We wouldn’t. So, it’s not part of the United States, other than by the good graces of the host nation, or by hostile force.
