BS, he should spend his suspension in jail. He broke bones!!! Persons in positions of power should be held to a higher standard and their punishments should be harsher than a “Civilian”.

If a civilian was being beaten and bit by a drug-high dude he would be authorized to use deadly force.

Police nunchucks are used like nutcracker rather than for striking, in order to produce enough pain that the suspect complies.

The problem is, if the the prep is so intoxicated that he feels no pain, pain compliance techniques don’t work, and you can apply enough pressure to cause injury.

There are similar issues with using tazers and other tools on the severely intoxicated.
