It seems to me that the two missiles on the right are leaving identical smoke plumes and possibly the one on the far left. Also the air around the missile second from the left looks lighter.

There could have been one launch, imaged by two or more cameras in different locations. Photoshop used to make it look like a coordinated precision launch, like ones we’ve done during testing of SDI.

Didn’t they already test the Shihab-3’s anyway? I seem to remember reading they did, but maybe I’m misremembering.

I’m just thinking outside the box here...
But consider this:
Maybe there were were 4 successful launches, the rockets and trailing plumes are genuine... But the launch platform/vehicle in one of them was identifiable (something they might want to keep secret) in the photo and the easiest way to obscure it was to just clone the dust cloud.
