If President Arthur, Secretary of State Blaine, and the Secretaries of War and the Navy did something wrong as implied by this piece of nonsense, then they would have been impeached, convicted, and thrown out of office. They didn't do anything wrong and therefore were not penalized. Sherlock Holmes pointed out in one of the stories the significance of the fact that the dog did not bark.
