What do I have to say? That the article is absurd.

Cut to the chase: this is a public proclamation, not something signed and stuck away in a drawer. It was published and made public at the time. If President Arthur, Secretary of State Blaine, and the Secretaries of War and the Navy did something wrong as implied by this piece of nonsense, then they would have been impeached, convicted, and thrown out of office. They didn't do anything wrong and therefore were not penalized. Sherlock Holmes pointed out in one of the stories the significance of the fact that the dog did not bark.

Or you can believe lunatic conspiracies aided and abetted by the President, important members of the cabinet and the Senate and House of Representatives of the United States. The choice is yours. If you make the wrong choice I have nothing further to say to you.
