My wife and I were under the trees in the area between the Vietnam “Wall” and the Tidal Pool, and that area was packed with people.

Therein lies part of the problem, it's hard to count people you can't see. I thought that the area you were in looked very heavily packed, which makes sense if you wanted shade.
