Hey, come on. This makes perfect sense.

There is a storm out over the Atlantic that might hit, so the 2nd amendment is suspended & nobody can carry any type of gun.

Absolutely. No worry about looters at all. A natural disaster which overwhelms law enforcement is exactly the time I want to be bearing my gun in my own home.

Aside from that soldier-quartering stuff, I'm pretty sure they can, yeah. At least judging from observation.

The weird thing - it is a state wide declaration- from the mountains to the sea.

You could get arrested in the mountains for a Hurricane on the coast.

It also depends of the cops are being good guys or bad guys. For example, in New Orleans, at least some of the cops were decidedly on the bad guy side (think that bridge).
