I think someone else on FR has figured out what is now happening. Qaddafi has adapted his tactics and figured out how to neutralize the ground attack advantage the “coalition” initially had by positioning his heavy weapons and troops in ways where there are no clear shots anymore. So Obumbler and crew have to figure out if they're willing to ante up to stay in the game. I notice they're trying to bluff Qaddafi out by throwing in AC-130 gunships and hinting at delivering weapons to the rebels. I suspect Qaddafi isn't a Republican that fears the bad PR of a government shutdown, however.
